Open Question: Is it possible to be starting menopause and all of the hormonal lab work turn out negative?

My mother is 49 years old, has been a sudden anxiety / depression. She described the sound like a sudden hot flash combination of anxiety and panic. She went to the Marine Department, and is responsible for the increase of testing estrogen / progesterone / luteinizing hormone, but all within the normal range. Is it possible to start, without having to menopause hormones rise?
